All previous builds of Windows 10 have had the “100 % Disc Usage” problem when the drive installed was a mechanical hard drive. This was usually partially relieved by disabling notifications and windows search. It has also been more prevalent when running Google Chrome. This video looks at comparing a low specification OptiPlex 790 with a 2nd generation Intel Pentium Processor, 4 GB of RAM and a 3.5 ” Mechanical Hard Drive on Windows 10 Version 2004 with the Chromium Edge Preview and comparing it to Windows 10 Version 1909 with Google Chrome. In both cases a clean install has been performed and Windows 10 has been fully updated so there are no processes running in the background.

No, Windows 10 2004 does not fix the 100% Disk usage issue. I have just done 6 NEW installs on 2nd Gen i5's and i7's , 100% disk usage persists even after setting registry "MessageSignaledInterruptProperties" key.
The fix is to go into the BIOS and change AHCI Drive control to Legacy or Compatibility Mode. This works 100% of the time.
Even telling Windows NOT to update Drivers and installing the correct AHCI Driver does NOT fix the issue because Windows WILL re-install it's AHCI Driver again.

the way you are testing its wrong, test 2 diferent programs for check the performace its not right !!
Seems performance improvement is significant on HDD with this 2004 Built. As for SSD, this 2004 built compared with 1909 built shows 2% CPU performance improvement and 1.3% RAM usage improvement based on my test with Passmark and Novabench.
I wish they kept the fixes from that update.
So was it a improvement from the older version cpu usage or ram .?
